The article focuses on quality, quality criteria and quality assurance for OER and points to the need for an expanded understanding of quality that does justice to the practices around OER and the basic ideas of openness and culture of sharing. In doing so, Brückner notes that quality assurance measures emphasize distribution and #product logic and consequently relegate thoughts of modification and adaptation to the background.
Brückner identifies the need for a national model for quality assurance, but at the same time suggests that fixed models of quality assurance with normative claims do not do justice to the fluctuation and continuous consensus-building on the question of quality in OER. Moreover, these models restrict the autonomy in the process of using OER. For this reason, the assurance of quality "must be generated in the field of action of sharing.
